A toilet that won't flush properly, or rises close to the rim, is most often caused by wet wipes or sanitary products caught in the pan or the pipe just behind it, even ones labelled flushable. Sometimes the real problem is further down the branch drain the toilet shares with other fittings in the house, rather than the toilet itself, in which case plunging it will never fix it no matter how many times you try.
I check whether the blockage is in the pan, the pipe just behind it, or further down the shared drain, and use whatever actually clears it, hand rods or jetting in most cases. Taking the pan off is only needed occasionally and I'll always say so upfront if that looks likely rather than starting and telling you halfway through. I bring what's needed to protect the floor and leave the bathroom clean, minus the blockage.
